OpenAI launched Frontier as its enterprise agent platform, complete with a "semantic layer," Forward Deployed Engineers, and agent identity management. The architecture mirrors Palantir's playbook so closely it reads as flattery. But the ontological depth that makes Palantir's approach work is absent from Frontier's design. For enterprises evaluating their AI platform strategy, understanding this gap is the difference between adopting a tool and transforming how their business operates.
When the best-resourced AI lab in the world launches a platform with shared business context, agent identity management and engineers embedded with clients, it tells you something. Not about OpenAI, about the market. Palantir has been delivering this exact combination for years and the convergence we’re seeing is a signal: the industry has reached a conclusion about what enterprise AI actually requires.
However, the consensus has a flaw - and this one has a specific name. Buried inside Frontier's launch is a phrase that is about to enter every enterprise AI conversation: the "semantic layer."
A semantic layer is a business‑level model: entities, relationships and allowed actions. A “retrieval layer” on the other hand is a connective fabric: what lives where and how to fetch it. Frontier gives you the second yet calls it the first. It is a category error, and the enterprises that misunderstand it will build their AI strategies on top of it and set themselves up for limited results.
Before we get into the detail, three terms are going to do a lot of work in this piece:
A retrieval layer connects systems and fetches data from them.
A semantic layer adds meaning to that data: what it represents, how it relates to other data, and what can be done with it.
An ontology goes further still: a complete, typed model of the business, where objects, relationships, actions and permissions are all defined and governed.
These three concepts sit on a spectrum spanning from access to understanding. The distance between them is where this argument lives.
What Frontier does well
Frontier connects your systems of record -- Salesforce, Snowflake, ServiceNow, SharePoint -- into a shared memory that agents can access. It gives those agents a stateful, sandboxed execution environment with support for models from OpenAI, Anthropic, Google and custom builds. And it wraps the whole thing in enterprise-grade governance: scoped identities, explicit permissions, audit trails, ISO 27001, SOC 2 Type II.§
That is a serious infrastructure play. The connector layer in particular solves a real and painful problem: giving agents access to an organisation's scattered data without a six-month integration programme.
But there is a difference between AI systems knowing what your systems are and understanding what your business means. Frontier does the first, but crucially, it does not do the second.
Access without understanding
Imagine onboarding a new employee who gets login credentials for every system in the company on day one. CRM, ERP, data warehouse, ticketing. They have access to everything. But they have no understanding of how those systems relate, what the outputs mean in context, or what decisions they are authorised to make. That person has access. They do not have understanding.
At human speed, that is merely inefficient. At the speed AI agents operate, it is a different category of risk entirely.
Every organisation that has been through a serious CRM implementation understands why. A database that stores customer records is not the same as a system that models the relationship between a customer, their contract status, their account history, and their risk profile. What matters is not the table; it is the model of how customers, contracts, invoices and risk interact in the real world. A customer with an overdue invoice and an open support ticket is a different situation from one without those flags, even if the underlying data look identical.
Palantir's Foundry Ontology applies that principle to the entire enterprise. It is a typed, versioned model of the business: objects (a Trade, a Claim, a Shipment, a Patient), the relationships between them, the actions that can be taken on them, and the events that change their state.
The critical word there is actions. The Ontology is not a static data model sitting in a documentation repository. It is a live, kinetic system. Agents operating within it can do things: trigger workflows, escalate cases, reroute shipments, approve transactions. Every one of those actions is defined and permissioned at the business-object level. The system governs what an agent is allowed to do, in the context of what the business entity actually is and what state it is in. That is the layer Frontier cannot replicate with connectors alone.
Frontier's Business Context layer retrieves, but it does not model. That is the distinction between a search engine and a schema. One finds things. The other defines what things are, how they relate, and what is permitted to happen next.
Here is what that looks like in practice. A logistics company deploys agents to manage its supply chain. An agent queries the system and retrieves a status: "delayed" on a shipment. With a retrieval layer, the agent has a data point. With an ontology, the agent has context. It knows that this shipment is linked to a customer contract with a penalty clause triggered at 48 hours. It knows the shipment contains a temperature-sensitive component that requires re-inspection after a certain window. It knows which alternative carriers are pre-approved for this route and which ones have capacity today. The retrieval-only agent sees "delayed" and might send a notification. The ontology-aware agent sees "delayed" and understands the cascade of consequences, permissions, and available actions that follow from it.
That is the difference between access and understanding, and what semantic layers are supposed to capture when applied correctly.
Why this will cost enterprises real money
The obvious counterargument is that most enterprises are not ready for ontological modelling. They need agents working now, not a multi-year data programme.
That said, the gap between retrieval and modelling does not announce itself during a pilot. It announces itself when an agent acts on data it retrieved correctly but interpreted incorrectly, and there is nothing in the system to explain why the interpretation was wrong. By that point, the gap is no longer theoretical.
The downstream effects are predictable.
Frontier and Foundry will be evaluated side-by-side on feature lists. Connectors, governance, agent runtimes, embedded engineers. The feature parity looks real because at the surface level it is. The divergence sits at the semantic layer, which does not appear on any feature comparison. Enterprises that choose on feature parity and then deploy agents into workloads requiring genuine semantic modelling will discover the gap in production. That is the most expensive place to discover anything. It is operational debt with a compounding interest rate.
Worse still, Frontier's scale risks standardising incorrect vocabulary. Every analyst report, every RFP template, every board briefing written this year will use "semantic layer" to mean "retrieval layer." That becomes the benchmark. Platforms that provide genuine semantic modelling will be evaluated against criteria built on the wrong definition.
To a procurement team whose reference point is Frontier, an actual ontology looks like over-engineering. This is not a terminology problem. It is a procurement failure mode that will cost years and significant capital to unpick. Enterprise-wide operational debt is always more expensive than technical debt.
And every architecture built on a retrieval layer eventually hits the same ceiling. Not "what does this data say?" but "what should this data mean in the context of this decision?" That question arrives at a different point for every organisation. But it always arrives. Frontier accelerates the timeline to that ceiling by accelerating the deployment of agents at scale, with broad access and no semantic guardrails.
Where this leaves us
Frontier is good infrastructure. OpenAI independently arriving at embedded engineers, shared context, and governed agents validates how enterprise AI transformation actually works. That matters.
But infrastructure is not architecture. A platform that connects your systems is not the same as a model that understands your business. The enterprises who hold that distinction clearly before their agents are in production will make better decisions about where to deploy, what to automate and where the interpretation risk sits. Those who treat retrieval as reasoning will discover the difference later, with more at stake.
The ontology gap is not a product gap. It is a thinking gap. And the market is about to paper over it with the wrong vocabulary.
Before choosing any platform that claims to offer a "semantic layer," ask three questions:
Does this system define my business entities and their relationships, or does it only connect my applications?
Can I permission actions at the level of business objects, not just APIs and tables?
When an agent acts, can the platform explain why that action was valid in terms of my business model, not just the data it retrieved?
If the answer to any of those is no, you have a retrieval layer.
Call it what it is - then decide if that is enough.
