The Chancellor’s Budget offered some clear wins for UK enterprises, but its silence on AI capability is hard to ignore.

The good news: Lifting the EMI cap to 500 employees is exactly the kind of pragmatic, pro-enterprise move the UK needs. It strengthens the pathway for ambitious scale-ups through access to private capital and reinforcing entrepreneurial ownership. It’s critical for attracting and retaining top talent, ensuring that the UK continues to build exceptional businesses powered by brilliant minds.

However, there is a missed opportunity: While capital and incentives matter, growth ultimately depends on people. The absence of a clear government priority around training and upskilling Brits to seize the AI opportunity is concerning. The technology already exists; the real challenge is enabling people to feel equipped and confident enough to use it. If the UK wants to lead globally in applying AI, we need hands-on support and a shift in attitude.

Pro-enterprise policies are very welcome, but talent, skills and mindset are what determine whether growth is sustainable.
